Councilmember Sarmiento, asked how requests for proposals were drafted and <br />availability of funds included in proposal; opined funds and resources to address <br />homelessness is the primary role of the County; noted that in -lieu funds <br />ordinance drafted to ensure larger inventory of affordable housing to possibly <br />avoid homelessness; asked if time sensitive matter. Motion to table <br />consideration until the County solves the homeless problem, seconded by <br />Councilmember Solorio. <br />Executive Director of Community Development Mendoza, noted funds are being <br />reserved to deal with homelessness and possibility of funds being used in the <br />future; noted that in -lieu funds are the most flexible use of funds; deadline to <br />release is July 1St <br />City Manager Godinez, commented that proposal discussed with County would <br />allow possibility of acquiring property, funding source may help start process. <br />Noted that proposal would allow for a 90 day continued review of proposals. <br />Housing Manager Brown, noted that continuance would limit the $6 million <br />vouchers. <br />Mayor Pulido, requested reconsideration to allow for some projects to continue. <br />Councilmember Sarmiento, willing to reconsider motion to allow the in -lieu funds <br />maintain original purpose which is affordable housing. <br />City Attorney Carvalho, mentioned that potential consideration may be to use in - <br />lieu funds to provide different types of affordable housing and may be in the form <br />of a shelter or alternative housing project; $6.1 million bid out and additional <br />$3.1 million in 90 days after negotiations with the County. <br />AMENDED MOTION: Authorize the Community Development Agency to <br />release a Fiscal Year 2018 — 2019 Request for Proposals seeking <br />proposals to develop affordable rental and ownership project(s) in the City <br />of Santa Ana with funding from the HOME Investment Partnerships <br />Program, Community Development Block Grant Program, Project Based <br />Voucher Program, and Housing Successor Agency Fund; including the <br />$3.1 million. <br />MOTION: Sarmiento SECOND: Solorio <br />VOTE: AYES: Pulido, Sarmiento, Solorio, Tinajero, Villegas (5) <br />NOES: None (0) <br />CITY COUNCIL MINUTES 6 JUNE 19, 2018 <br />10A-6 <br />
