Orange County Public Works <br />Department, Orange CA <br />Program Manager for Orange County Storm Water Program water quality monitoring programs in <br />response to NPDES Phase I permits issued by the San Diego and Santa Ana Regional Water Quality <br />Control Boards. Program management included supervising and coordinating monitoring activities, <br />administering project budgets, preparing technical assessments of environmental data, developing <br />assessment inventories of significant outfalls, designing and implementing complex environmental <br />studies of storm drain runoff, preparing technical reports, performing sampling activities, and providing <br />support to inter -departmental and local government clients on water quality monitoring issues related <br />to the Phase I storm water permits. <br />TDS Source Characterization Study for Comprehensive Load Reduction Planning, City of Mission <br />Viejo, CA <br />Project Lead for a multi -year multiple watershed based source characterization of total dissolved solids <br />(TDS) to address a Clean Water Act section 303(d) water body impairment and supporting strategic <br />efforts for a Comprehensive Load Reduction Plan. Study objectives included a GIS, analysis of <br />watershed attributes, analyzing and developing findings from historic information, reconnaissance and <br />sampling of geologically similar undeveloped catchments, shallow groundwater assessments, watershed <br />reconnaissance studies, hydrologic measurements, and water quality sampling. Findings from this <br />study provided the City of Mission Viejo with multiple management recommendations to address <br />background contributions of TDS within the context of a long-term pollutant load reduction strategic <br />plan. <br />Newport Bay Trash Management Plan, County of Orange, Newport Beach, CA <br />Assisted in the effort to oversee the technical portion of the Newport Bay Trash Management Plan <br />(TMP) being performed and to help coordinate the project with the watershed stakeholders on behalf <br />of the County. The TMP was a federal grant funded project under development by Orange County <br />Public Works on behalf of the Newport Bay watershed stakeholders. The TMP was a multi -year and <br />multi -phase project intended to develop a framework for implementation of the Statewide Trash Policy <br />on a watershed scale, rather than an individual agency jurisdictional based scale. The project included <br />a comprehensive assessment of existing trash data collection programs, watershed and estuary based <br />structural and institutional controls, development of a GIS based prioritization model, identification and <br />pilot testing of a rapid assessment method, and preparation of the preliminary implementation plan. <br />The next steps in the project will entail refining the GIS based model and identifying key trash <br />generation and capture locations for focusing BMP implementation. <br />Comprehensive Load Reduction Plan Implementation Strategy, San Clemente, CA <br />Assisted in providing technical services for the Prima Descheca watershed Comprehensive Load <br />Reduction Plan. Services included a comprehensive re-evaluation of the historic and contemporary <br />water quality and hydrology datasets to identify BMP implementation opportunities.
