June 27, 2018 <br />Santa Ana Invest In Youth <br />Recommended Guidelines for <br />Youth Investment for the Cannabis Revenue <br />Purpose: <br />To reinvest the city budget towards achieving our larger vision of supporting all Santa Ana youth <br />and their environment through a holistic approach in order to achieve their social emotional and <br />physical well-being. <br />Background: <br />The City of Santa Ana is one of the youngest cities in the nation, with ages that range from 5-25 year <br />old. Currently, the city only spends 9% of their budget in Parks, Recreation and Libraries, labeling <br />this department as its only youth programs. Some of the programs include TeenSpace, sports, and <br />the police cadet program. However, in our recent survey of Santa Ana residents, we found that <br />majority of the youth in Santa Ana don't identify with the current definition of "youth programs'. <br />The city of Santa Ana spends $12,770 per youth arrest while only spending $152 on youth <br />programs. There is a great need for the city to look at its young people and restructure its support <br />it provides children and young people in Santa Ana. Youth continue to fall from the school to prison <br />to deportation pipeline, and the City of Santa Ana as an aid. We must assist our most vulnerable <br />populations with services of nurture. In last year 2017-2018 budget, Santa Ana won a new Youth <br />Coordinator, however the new hire does not have sustainability and budget. With the current <br />commitment the city has made to invest in young people through the cannabis revenue, we would <br />like to see the following: <br />Priorities: <br />The intent of these guidelines is to ensure that the 30% of 2018-2019 fiscal year's revenue from <br />cannabis sales, $2.6 million, is invest in positive youth development: <br />❑ Employment and Internships for all, including immigrant youth and formerly incarcerated <br />❑ Mental health center, that provide youth and family support groups <br />❑ Re-entry services for formerly incarcerated youth <br />❑ Re -grants to local youth organization that support young people <br />❑ Evaluation of the current services to youth in Santa Ana and evaluation of youth needs for <br />2019-2020 budget <br />Implementation and Oversight <br />❑ A community oversight advisory board to guide the city's investment of cannabis revenue <br />and determine how youth development funding will be allocated and spent. <br />❑ Advisory board must be composed of youth residents that live in priority <br />neighborhoods where there is 2 need for more youth prevention programs. <br />
