CAPITAL FUNDS <br />PURPOSE: <br />The Moving Ahead forProgress in the 21st Century Act (MAP -21) went into effect on October 1, 2012. It continued the <br />Highway Safety Improvement Program (HSIP) as a core Federal -aid program.
