REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 17, 2018 <br />TITLE: <br />APPROVE AGREEMENT WITH MICHAEL <br />BAKER, INC., FOR CIVIC CENTER <br />STORMWATER LIFT STATION <br />ENGINEERING DESIGN SERVICES <br />(PROJECT NO. 17-2675) <br />(STRATEGIC PLAN NOS. 6, 113; 1C; 1G) <br />CIT ,/A-� <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 20d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Michael <br />Baker, Inc., for a three-year term beginning July 18, 2018 and expiring on July 17, 2021, with the <br />option of two one-year renewal options exercisable by the City Manager and the City Attorney, to <br />provide consulting design services for the Civic Center Stormwater Lift Station project, in the total <br />amount not to exceed $171,675, which includes a 15.59% contingency in the amount of $23,160, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />The City's Parks, Recreation and Community Services Agency owns and operates two <br />stormwater pump stations in the Santa Ana Civic Center area, which collects and pumps <br />stormwater into a nearby storm drain pipe. The first pump station is located within the Civic <br />Center parking lot area on the northwest comer of Santa Ana Boulevard and Ross Street; the <br />second pump station is located in the northeast corner of Flower and Sixth Streets (Exhibit 1). <br />Each pump station has experienced flooding and maintenance issues. In 2016, a preliminary <br />study was conducted that confirmed the need to repair these two existing pump stations and at <br />the same time upgrade the station equipment to current code and safety standards. <br />On May 7, 2018, a Request for Proposal (RFP) was posted on both the City's website and in the <br />web -based eProcurement portal, Planet Bids. Subsequently, three proposals were received and <br />opened on May 24, 2018. All of the proposers were deemed to be well qualified by a review <br />committee comprised of Public Works and Parks and Recreation Agency staff. Staff recommends <br />award of a consultant service contract for RFP No. 18-041 to the highest ranked firm, Michael <br />Baker, Inc., in the amount of $171,675 (Exhibit 2) based upon the rankings shown in the table <br />below: <br />2513-1 <br />
