<br />Constructability Review
<br />As Construction Management Department Manager, Mr.
<br />Ruddins is responsible for managing construction managers and
<br />inspection personnel on projects of various levels of complexity
<br />and intensity. He possesses many years of construction
<br />management and inspection experience and has been
<br />responsible for the construction administration and Inspection of
<br />over $2.5 billion of public works construction projects. He
<br />worked extensively with the Caltrans Standard Specification and
<br />Construction Manual. Throughout his career, Mr. Ruddins has
<br />worked hand-in-hand with Caltrans Compliance Officers on
<br />federally funded projects preparing, analyzing, and presenting
<br />change orders, force account work, coordinating the monthly
<br />field file audit, and the final construction file. As a Construction
<br />Manager, he has worked closely with Resident Engineers
<br />coordinating RFI's, submittals, material testing and inspection,
<br />and field survey. He has also chaired construction site meetings,
<br />reviewed schedules, quantity calculations, and pay estimates.
<br />Other responsibilities include quality control of inspection, utility
<br />coordination, constructability reviews, value engineering,
<br />specification quality control, and construction safety. He has
<br />attended seminars on construction claim mitigation, sat on claim
<br />review panels, and worked closely with legal counsel to mitigate
<br />claims.
<br />Mr. Ruddins has extensive experience in special funding
<br />projects, such as FAU, HES, ISTEA, and Assessment Districts,
<br />Mr. Ruddins was the primary contact during the construction
<br />phase of projects in several different cities. His experience
<br />includes construction management of reservoirs, dams, water
<br />and sewer pipe lines, pump stations, lift stations, water and
<br />wastewater treatment plants, storm drains, drainage channels,
<br />public buildings, Infrastructure projects, bridges, retaining walls,
<br />ball fields, concrete pavement, grading, landscaping, reinforced
<br />concrete boxes, A/C, PCC, traffic signals, and street lighting.
<br />Project Experience
<br />Highland Booster Station Upgrade, Yorba Linda,
<br />California. Yorba Linda Water District. Construction Manager.
<br />Responsible for construction management. Michael Baker
<br />provided engineering design and construction management
<br />and inspection services for upgrades to the Highland Booster
<br />Station. The pump station was increased to a total capacity of
<br />15,000 gallons per minute, and the project Included
<br />modification of two of the four electric driven motors and
<br />pumps. The project also included the addition of a natural gas -
<br />driven backup generator and potential for increasing the
