Peter Katz, Com -Link President publicly welcomed Chief Valentin as permanent Chief of Police. <br />Additionally, he thanked the Committee for their dedication and stated he is looking forward to <br />working with them. <br />AGENDAITEMS <br />1. Approval of Minutes of the January 9, 2018 Meeting <br />2. Santa Ana Municipal Code 10-153 (Loud Noise) — Acting Deputy Chief Gominsky <br />{Strategic Plan Goal No. 1, lc} <br />Acting Deputy Chief presented the Committee with a discussion regarding SAMC 10-153 <br />by providing a summary explanation of what the Code entails and the current practice of <br />the Code's enforcement. Additionally, Acting Deputy Chief Gominsky recommended that <br />the Code be altered to additionally hold the property owner responsible for any conduct <br />and/or violation that occurs on their property. <br />Chief explained past enforcement practice utilizing "party crasher car", a car that was <br />assigned only to respond to calls for loud noise. <br />Tamara explained potential challenges that could be faced in Court. She elaborated that <br />SAMC 1-8 reads that a violation of any SAMC can be viewed as a misdemeanor in lieu of <br />or in addition to an administrative citation. <br />(Councilmember Tinajero enters the meeting — 5:54pm) <br />3. Update on Dispensary Map — Candida Neal, Planning and Building {Strategic Plan <br />Goal No. 1, Icl <br />Acting Director of Planning and Building, Candida Neal provided to the Committee an <br />informational map that depicts the locations of Commercial Cannabis Retail Sites. There <br />are 18 licensed locations and 2 pending locations noted. <br />4. Chiefs Strategic Plan and Policing Philosophy <br />Chief Valentin provided an informational update regarding two upcoming projects that are <br />part of his transition as permanent Chief of Police. Chief Valentin elaborated about a five- <br />year Strategic Plan and a Policing Philosophy, both of which will delineate in writing his <br />goals, values and approach to structuring and operating the Police Department.
