I apologize I do not have the time to come to <br />the meeting in person. This time of the day I'm picking up my kids and working my way back home from the surrounding <br />area. Two young children at a city council meeting... is a poor decision. <br />I am specifically writing about my opposition to the proposal to rezone the property at 1440-1450 E 17th Ave to a public <br />charter high school (Ednovate CHS). <br />I live on Linwood Ave. I am daily getting on 17th from Linwood and heading towards the 55. 1 drive past the area on a <br />regular basis. Traffic in the morning is decent, it flows well and the congestion really begins at Tustin Ave. The traffic will <br />certainly be horrendous with a school there. The traffic will certainly back up badly for people living on and Wright street. <br />The neighbors who have friends there are dreading it as well. Even if the school is as small as initially claimed, it will grow <br />over time, we have seen this happen at Muir Elementary. Try driving down Mabury before school gets out. You'll be sitting <br />on 18th for a long time. The folks I've talked with there are very frustrated trying to get home or go out during school <br />hours. Parents park all over, illegally (red zones) and no action is taken. <br />As far as my family and neighbors life on Linwood Ave. We live on a beautiful street, wonderful neighbors and it's a lovely <br />pocket here on this side of town. Parking is easily found normally (outside of a weekend party which usually clears by <br />11 pm at the latest). We don't have those horrible parking permits like many parts of Santa Ana does. My friends and <br />family can visit and park in front of my house anytime they wish usually. It's wonderful. We have no desire to start a <br />parking permit on our street. <br />The addition of a high school will most certainly increase our traffic on the street as well as surrounding streets. With <br />Wright congestion significantly increased it's only a matter of time before parents (and students) figure out that parking <br />and waiting on Linwood (both sides of 17th) for drop off/pick ups is much easier. Just a walk around the block. Linwood is <br />a busy street at times and a feeder into the lower streets off 17th. With the added congestion it will be noisier and busier in <br />general. Which is a shame, being that currently one can sit outside, enjoy the breeze and have some peace and quiet with <br />out seeing people idling in their cars waiting for a student(s) or waiting to drop someone off. <br />Finally, my last concern and reason my family opposes such rezone is that the light at Linwood is very slow and not so <br />hot. 17th is busy at end of day and parts of the morning. I assume parking would be from 17th onto Wright. I can see an <br />increase in accidents when one is heading westbound on 17th and attempting an unprotected left turn onto Wright. Also <br />anyone attempting to come down Wright and cross 17th and all 6 lanes + center turn (insane) will happen. Poor decisions <br />are made in rushed times. An increase of accidents will be a significant increase and delays on all neighboring areas and <br />streets. When Wright becomes backed up, the far right lane (#3) on 17th would also be backed up to a stop while traffic <br />slowly creeps onto Wright. Recipe for disaster. Usually when traffic backs up as such (as seen by 17th/Tustin Ave/55) red <br />lights are ran through, people hang their cars in the intersection and safety is significantly reduced for pedestrians, drivers <br />and their occupants. <br />We feel (and talking with my neighbors here on Linwood Ave) that a relocation of this idea would be a better solution. <br />There are many great buildings in Santa Ana that could be used for a nice Charter High School that would not significantly <br />impact residential areas and the residents who regularly use the streets and parking for themselves and their families. I <br />am sure that a suitable location off a major street can be found. For the safety of the students and the reduction of <br />congestion in this area of Santa Ana. <br />
