RESOLUTIONS CALLING FOR CONSOLIDATION OF ELECTION WITH THE <br />COUNTY OF ORANGE; AUTHORIZE AND DESIGNATE CITY <br />COUNCILMEMBERS TO FILE ARGUMENT AND REBUTTAL STATEMENTS; <br />AND OTHER ELECTION RELATED ACTIONS (STRATEGIC PLAN NO. 5, 1) — <br />City Manager, City Attorney and Clerk of the Council Office <br />Councilmember Benavides, asked staff if item presented represents <br />recommendations by council at previous meeting. Expressed support to give <br />staff direction to move forward and place item on ballot. <br />Councilmember Sarmiento, asked staff if additional language can be added and <br />deadline to introduce for council consideration. <br />Clerk of the Council Huizar, noted August 10, 2018 is the legal deadline and <br />need to identify councilmembers if more than three wish to sign or author an <br />argument. Informed council item for consideration only includes removal of <br />boards and commissions from charter to municipal code, campaign contribution <br />and gift limits to the municipal code, and finance director qualifications to be <br />consistent with all other directors. <br />Councilmember Solorio, noted item only addresses three items previously <br />presented. Asked staff if item only strikes language pertaining to boards and <br />commissions, gifts, donations, and state law conflicts. <br />City Attorney Carvalho, noted items objected to were removed, any items of <br />substance to be revised would require item to be placed on the agenda for the <br />next meeting, and previous council direction to staff to include any benign items <br />from previous list. <br />MOTION: Directed staff to move forward with placing modernization of <br />Charter provisions as provided for in staff report, and approve actions <br />accordingly. <br />1.
