Professional On-call Engineering Services City of Santa Ana <br />T f <br />RPP No. 17-083 <br />Key Issues <br />COMPLETE STREETS <br />The City is Implementing this project as part of its Complete Streets program. Complete streets <br />Improve safety and accessibility for all users: pedestrians, bicyclists and motorists. Typically, a complete <br />street can Include sidewalks, bike lanes (or wide paved shoulders), special bus lanes, comfortable and <br />accessible public transportation stops, frequent and safe pedestrian crossing opportunities, median <br />Islands, accessible pedestrian signals, curb extensions, narrower travel lanes, and roundabouts. During <br />v <br />the Preliminary Design stage, we look at alternatives to implement these features into the design. <br />Specific areas that the APP Team will review will include the following: <br />_ <br />• ADA • Verify that the impacted sidewalks and curb ramps are compliant with the most -current <br />03 <br />standards; <br />• Curb Extensions — Review areas where curb extensions can be introduced that will improve <br />pedestrian access and safety; <br />o 11 <br />It Bike Lanes - Review bike lane configuration to account for appropriate bike and vehicular <br />movements, driveways, and pedestrians <br />`I <br />PAVEMENT REHABILITATION As illustrated in Exhibit 1; Roadway Reconstruction/Rehabilitation Cost <br />Alternatives on the following page, optimizing the pavement rehabilitation strategy for Mile One Street <br />can result in significant cost savings to the City. APP excels at evaluating and considering refinements <br />to the recommendations in pavement reports to develop economical rehabilitation strategies and is an <br />industry leader In the design and implementation of cost-effective pavement rehabilitation strategies <br />including cold -in-place recycling, full depth recycling and maintaining the existing aggregate base in <br />place. <br />s` <br />We will explore options and provide the City with the best pavement solutions to maximize Its <br />construction budget. Depending on the application, these pavement alternatives can reduce project <br />g: <br />costs up to 50 percent or more over traditional paving methods. Exhibit 1 on the following page <br />provides a relative cost comparison for traditional asphalt concrete on aggregate base pavement <br />section (6" AC over 12" aggregate base) to four (4) other less costly paving/rehabilitation options: <br />• Pull depth reclamation of the existing asphalt section <br />> 3 <br />• Reconstruction of asphalt over recompacted existing aggregate base <br />• In-place cold recycling of existing asphalt <br />• Cold milling and replacing with AC surface <br />These paving options include construction cost estimates for the various materials (asphalt, base) and <br />field operations (excavation, cold mill, compaction) as well as an allowance for miscellaneous concrete <br />B <br />improvements and a comparison of the costs options that we can investigate with the City and <br />incorporate into the project documents as applicable. <br />ENVIRONMENTAL <br />s <br />To implement the improvements, the City of Santa Ana will be using local and federal funds for the <br />project. Caltrans' Division of Local Assistance will be the administering agency for the approval and <br />4 <br />dispersal of the federal funds. As such, both state and federal environmental documentation will be <br />required to satisfy CEQA and NEPA, in compliance with Caltrans' Local Assistance Program. Projects <br />that receive federal funding through Caltrans are required to complete a Caltrans Preliminary <br />Environmental Study (PES) form which will recommend the appropriate NEPA documentation. In our <br />experience these types of projects would have a minimal environmental impact; therefore, it is <br />assumed that the recommended document will be a NEPA Categorical Exclusion (CE). The CEQA Lead <br />Agency will be the City of Santa Ana. CEQA documentation will consist of at CEQA Categorical <br />Exemption (CE)., <br />aI _ - <br />ANDERSON PENNA <br />
