ROH — 07/17/18 <br />RESOLUTION NO. 2018-060 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CITY MANAGER OR <br />DESIGNEE TO EXECUTE A SUBGRANT AGREEMENT <br />AND ALL NECESSARY DOCUMENTS TO RECEIVE FUNDS <br />FOR THE WORKFORCE INNOVATION AND <br />OPPORTUNITY ACT WITH THE STATE OF CALIFORNIA, <br />WORKFORCE SERVICES DIVISION, THROUGH <br />PROGRAM YEAR 2021 <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The Workforce Innovation and Opportunity Act (WIOA) of 2014 provides funds <br />to Local Workforce Development Areas (LWDA) to operate job -training programs <br />permissible under the Act for adults, dislocated workers and youth meeting specific <br />criteria set forth in the Act. <br />B. The California Workforce Investment Board recommended approval that Santa <br />Ana be designated as a local workforce development area under WIOA. The <br />Governor and Secretary of the Labor and Workforce Development Agency <br />concurred with the recommendation. <br />C. Anew sub -grant is required at the beginning of each fiscal year in order to avoid <br />the commingling of funds from the previous year. Submittal of this sub -grant is the <br />first step in the process enabling the City of Santa Ana to receive WIOA funds as <br />they are allocated by the State of California at the beginning of each new fiscal <br />year. <br />D. Submittal of the sub -grant agreement will enable the City to receive WIOA <br />Youth Formula Funds. The City will also receive Adult and Dislocated Worker <br />Formula Funds through a unilateral modification from the State of California. <br />E. The sub -grant and other related documents from the State of California must <br />be reviewed and executed by the City of Santa Ana in order to receive said funding. <br />Section 2.
