6 of 45 <br />concerns that meet the qualifications in this definition. <br /> <br />Section 3 Residents means: 1) Public housing residents; or 2) Low and very-low income <br />persons, as defined in 24 CFR 135.5, who live in the metropolitan area or non-metropolitan <br />county where a HUD-assisted project for housing or community development is located. <br /> <br />Standard Form 424 (SF-424) is the Application for Federal Assistance Programs required by <br />discretionary grant programs. <br /> <br />Subaward means an award provided by a pass-through entity to a subrecipient for the <br />subrecipient to carry out part of a Federal award received by the pass-through entity. It does not <br />include payments to a contractor or payments to an individual that is a beneficiary of a Federal <br />program. A subaward may be provided through any form of legal agreement, including an <br />agreement that the pass-through entity considers a contract. <br /> <br />Subrecipient means a non-Federal entity that receives a subaward from a pass-through entity to <br />carry out part of a HUD program; but does not include an individual that is a beneficiary of such <br />program. A subrecipient may also receive other Federal awards directly from a Federal <br />awarding agency (including HUD). <br /> <br />System for Award Management (SAM), located at the website sam.gov, is the official U.S. <br />Government system that consolidated the capabilities of Central Contractor Registry (CCR), <br />Excluded Parties List System (EPLS) and the Online Representations and Certifications <br />Application (ORCA). Registration with Sam.gov is required for submission of applications via <br />grants.gov. <br /> <br />Threshold Requirement – Threshold requirements are a type of eligibility requirement. <br />Threshold requirements must be met in order for an application to be reviewed. Threshold <br />requirements are not curable. Threshold requirements are listed in Section III.C.1. Threshold <br />Requirements of this Program NOFA. <br /> <br />Applicants must ensure their application package addresses all threshold requirements. Please <br />check your application carefully! <br /> <br />b. Program Definitions <br />The following definitions apply to the funding authority available under this NOFA. <br />At Risk of Becoming Homeless refers to the population included in the definition of the term <br />"At Risk of Becoming Homeless." at 24 CFR 578.3 <br />FUP-Eligible Family is defined as a family that the Public Child Welfare Agency (PCWA) has <br />certified as a family for whom the lack of adequate housing is a primary factor in the imminent <br />placement of the family's child, or children, in out-of-home care, or in the delay of discharge of <br />a child, or children, to the family from out-of-home care, and that the PHA has determined is <br />eligible for a Housing Choice Voucher (HCV). <br />FUP-Eligible Youth is defined as a youth that the PCWA has certified to be at least 18 years <br />EXHIBIT 2 <br />3-18
