These rate ranges allow our <br />project managers to assemble the best project teams to meet the unique <br />project requirements and client expectations for each opportunity. <br />(b) From time to time, ESA retains outside professional and technical labor on a <br />temporary basis to meet peak workload demands. Stich contract labor may be <br />charged at regular' Employee Category rates. <br />(c) ESA reserves the right to revise the Personnel Category Rates annually to <br />reflect changes in its operating costs. <br />11, ESA Expenses <br />A.
