PROPOSAL <br />Civic, Center StarmwaterLiftStation Renovation Design Services <br />John Moynier, CEP, CFM <br />QC Manager <br />John has over 36 years of experience in the environmental <br />planning, floodplain management, and water resource fields. He <br />has a strong background in local agency operations and <br />management, and has split his career between the public and <br />private sectors, Specifically, John is a recognized expert in <br />integrated water resource planning and flood risk assessments, <br />as well as the preparation of analyses conducted under the <br />California Environmental Quality Act (CEQA) and the National <br />Environmental Policy Act (NEPA), as well as compliance with <br />the National Flood Insurance Program (NFIP) and SB 92 <br />inundation mapping. John serves on the Board of Directors for <br />the Floodplain Management Association (FMA) and the National <br />Association of Environmental Professionals (NAEP), He is a <br />Certified Environmental Professional (CEP) and a Certified <br />Floodplain Manager (CFM). John is a Vice President with <br />Michael Baker International and manages the firm's water <br />resources practice in southern California. <br />Project Experience <br />Long -Term Facilities Plan PEIR, OCWD, Orange County, <br />California (Project Manager). John served as Project <br />Manager for a Program EIR prepared for the District's Long - <br />Term Facilities Plan (LTFP, which analyzed the alternatives <br />available for the Groundwater Replenishment Program, <br />Area Drainage Master Study (ARMS), Flood Control <br />District of Marleopa County, Wickenberg, Arizona (Project <br />Director). John served as Project Director for an Area <br />Drainage Master Study (ADMS) for the Town of Wickenberg. <br />The purpose of the Wickenburg ADMS was to quantify the <br />extent of drainage and flooding problems, sources, and <br />hazards in the planning area, and develop alternative solutions <br />to mitigate concerns. <br />Flood Risk Assessment/ Conditional Letter of Map <br />Revision (CLOMR), SMUD, Sacramento, California (Project <br />Manager). John served as Project Manager for a flood risk and <br />levee assessment report conducted for a proposed new <br />Corporate Yard facility for the Sacramento Municipal Utility <br />District, as well as the development of a Conditional Letter of <br />Map Revision (CLOMR) for the project. <br />Veeh Lake Inundation Mapping and Dam EAP, Laguna <br />Hills, CA (Project Manager).
