<br /> <br /> <br />MEMORANDUM <br /> <br />To: Planning Commission Date: December 29, 2016 <br /> <br />From: <br />Hassan Haghani, AICP <br />Executive Director, Planning and <br />Building Agency <br /> <br /> <br />Subject: <br /> <br />City of Santa Ana General Plan Update Status Report. <br /> <br /> <br /> <br />A general plan is a policy document required by State law to guide the physical <br />development, economic well-being, and quality of life of a community. It provides the <br />framework of goals, policies, and specific programs to implement a community’s <br />“vision” for its future. This framework is divided among ‘elements’ that impact nearly <br />every aspect of the City. Of particular concern for you and your fellow board members <br />are the ‘Land Use’ and ‘Urban Design’ Elements that will shape the future built <br />environment of Santa Ana over the next 30 years. A short video further explaining the <br />purpose of the general plan update can be found here: http://www.ci.santa- <br />ana.ca.us/generalplan/default.asp. <br /> <br />The City of Santa Ana began a comprehensive update to the Santa Ana General Plan <br />with an extensive outreach effort beginning in November 2015 and ending in July <br />2016. This initial outreach program focused on understanding the character of our <br />community. Residents, local leaders, the business community, and advocacy group <br />representatives shared what they enjoyed and what they were concerned about in <br />their neighborhoods and Santa Ana as a whole. An additional summer program led by <br />local youth focused on youth concerns. Over 40 public meetings or events were held <br />with 457 participants. The results are summarized online in the Santa Ana General <br />Plan Update Community Outreach Executive Summary – The First Conversation <br />(attached). Ex: “Sustainability through revitalization and reuse of existing <br />buildings…encourage mixed-use…Architecture and design should be compatible with <br />existing community.” There is additional feedback regarding the City’s visual character <br />and design on pages 24 & 25. <br /> <br />In late January a General Plan Advisory Group will begin drafting Vision Statements <br />for each of the (12) proposed elements. Staff will continue to work with board <br />members to review these drafts prior to their submission to the City Council. The Draft <br />General Plan is anticipated to be completed by September 2018.
