REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 21, 2018 <br />TITLE: <br />AGREEMENTS FOR WEED, RUBBISH <br />ABATEMENT AND BOARD -UP SERVICES <br />WITH MARIPOSA LANDSCAPES, INC., REAL <br />ESTATE CONSULTING & SERVICES, INC., <br />AND SLS PROPERTY SOLUTIONS, INC. <br />{STRATEGIC PLAN NO. 5,4) <br />T MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 20d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute the attached agreements with <br />Mariposa Landscapes, Inc., Real Estate Consulting & Services, Inc., and SLS Property Solutions, <br />Inc., for weed, rubbish abatement and board -up services in an aggregate amount not to exceed <br />$45,000 for a period of three years (effective August 21, 2018 to June 30, 2021), subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />Properties and buildings that are abandoned, extremely substandard or otherwise no longer <br />maintained become a target for crime and vandalism, posing a threat to the health and safety of <br />surrounding properties and the community at -large. These substandard and dangerous <br />structures attract graffiti, overgrown vegetation, trash, transients, and abandoned swimming <br />pools can become a breeding ground for insects as well as create a drowning risk. <br />Code Enforcement inspectors are tasked with the investigation of these hazardous or nuisance <br />conditions which include: unsecured structures, vacant properties, open structures, unfenced <br />parcels, overgrown vegetation, trash and debris on property, swimming pools without adequate <br />protective fencing, or other hazardous conditions as defined by the California Health and Safety <br />Code (Section 17920.3) which create imminent danger, extreme blighted conditions, or present a <br />threat to life, health, property, or safety of the public. <br />In addition to the California Health and Safety Code, the Santa Ana Municipal Code (SAMC) <br />states that all buildings or portions thereof which are determined after inspection to be dangerous <br />as defined in the Uniform Code for the Abatement of Dangerous Buildings are declared to be <br />public nuisances and shall be abated by repair, rehabilitation, demolition, or removal. As a result, <br />when an inspection reveals a hazardous condition, the inspector issues the property owner a <br />Notice and Order to correct the conditions within a timely time period.
