Design West Engineering I Electrical Engineering <br />Design West Engineering is a full-service <br />electrical engineering consulting firm founded <br />on the philosophies of second -to -none service, <br />environmental sensibility, and commitment to <br />forward -thinking innovation. Established in 2000 <br />and centered on these ideas, they have quickly <br />grown to become one of Southern California's most <br />prominent and the Inland Empire's largest MEP <br />firms. They currently maintain approximately 45 <br />employees offering a diversified range of practical <br />experience in municipal, educational, green -building, <br />transportation, medical, commercial, and residential <br />building sectors. Their highly qualified and innovative <br />engineers work in a multi -disciplined environment, <br />each familiar with overall project requirements <br />in addition to their specific area of expertise, <br />offering the most up-to-date expertise in the latest <br />technologies. <br />Project Understanding <br />Approach <br />The City of Santa Ana has secured approximately <br />$725,000 dollars for the development of the 6th & <br />Lacy Park. Funding is being provided by a State of <br />California, "Housing Related Parks" program grant. <br />The .42 acre project site is bordered to the north by <br />6th Street and on the <br />east by Lacy Street, ` r: <br />and was formerly <br />three vacant homes <br />that were acquired, <br />demolished and �� t <br />re -zoned for the=.•_sfi - ;7 <br />development of a <br />neighborhood park. <br />The City held several community meetings to <br />obtain input regarding the desired elements of <br />the park. This resulted in the development of a <br />"/, "Met Pa,r conceptual plan prepared <br />Community owrsa<h Meee"¢ by the City and included <br />rn"rsa,y, April s, znv as part of the RFP. A <br />supplemental addendum <br />i L! followed highlighting a <br />list of proposed amenities <br />---- including: <br />n Walkways <br />e, Playground equipment <br />o Picnic Areas <br />Proposal to provide <br />Landscape Architectural Design for 6th & Lacy Park - RFP No. 18-038 <br />a A Shade Shelter <br />o A small restroom with single unisex compartment <br />o A small area for skateboard ramps <br />m An outdoor classroom area <br />Perimeter fencing <br />* Rock bioswale <br />w California friendly landscaping (including fruit <br />trees) <br />to Automatic irrigation system <br />gi Site amenities (park entrance sign, interpretive <br />signage, benches, picnic tables, bike racks and a <br />drinking fountain. <br />u Drainage (utilizing low impact development <br />concepts) <br />a Site Lighting <br />c (Community Garden has been eliminated) <br />The project schedule highlights the need for bid <br />advertisement by September 2018 and award of <br />construction by December 2018. Having had a <br />similar schedule duration for Memory Lane Park, <br />DEA anticipates working closely with the City to <br />schedule community meetings upon award of the <br />contract in order to obtain consensus of the desired <br />park amenities and to determine if the desired <br />elements are within the construction budget. We <br />have worked with a number of agencies to assist in <br />expediting construction schedules by utilizing various <br />programs available to Cities (such as the ability to <br />buy products direct, via a purchasing cooperative) <br />whereas a reduction in cost is achieved in addition to <br />a savings in the schedule. <br />DEA has prepared a comprehensive and aggressive <br />schedule that requires full cooperation by our design <br />team members as well as the City and outside <br />agencies to ensure the work is completed prior to the <br />above noted date. <br />Scheduling Consideration <br />Our scope and fee addresses each of the <br />elements denoted in the RFP in addition to the <br />tasks necessary to prepare a comprehensive set <br />of construction documents. Given our extensive <br />experience with park and trail projects, we look <br />forward to sharing our ideas with you on how best to <br />implement your project within the available funding <br />and prior to the deadlines set forth. <br />David Evans and Associates, Inc.
