Exhibit 1 <br />TB 8/21/18 <br />RESOLUTION NO. 2018-xxx <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA AUTHORIZING THE CITY MANAGER, <br />AND THE CHIEF OF POLICE OR HIS DESIGNEE TO <br />APPLY FOR A GRANT UNDER THE HAZARD <br />MITIGATION GRANT PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. As the result of the declaration of a major federal disaster, the State of <br />California is eligible for Hazard Mitigation Grant Program ("HMGP") <br />funding. Hazard mitigation activities are aimed at reducing or eliminating <br />future damages. Activities include hazard mitigation plans approvable by <br />the Federal Emergency Management Agency (FEMA). <br />B. HMGP is successful in meeting FEMA requirements to qualify as an <br />Enhanced State Hazard Mitigation Plan (ESHMP) state. ESHMP <br />accreditation has resulted in additional millions of dollars available for <br />local agencies' hazard mitigation plan and project funding. In order to <br />maintain ESHMP status, further information is requested by FEMA as a <br />means of assessing the pro -activity of a community or agency applying <br />for HMGP funding. This process includes the filing of an HMGP <br />subapplication to qualify for grant funding. <br />C. Federal funding is provided under the authority of the Robert T. Stafford <br />Disaster Relief and Emergency Assistance Act (Stafford Act) through <br />FEMA and the California Governor's Office of Emergency Services (Cal <br />OES). Cal OES is responsible for identifying program priorities, reviewing <br />subapplications and forwarding recommendations for funding to FEMA. <br />FEMA has final approval for activity eligibility and funding. <br />D. The State has established priorities to accept subapplications from <br />subapplicants statewide, including state agencies, tribal governments, <br />local governments, and private non -profits. <br />E. In 2017, the State issued five (5) emergency declarations due to storms, <br />wildfires and debris flows from areas affected by the wildfires.
