REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 21, 2018 <br />TITLE: <br />APPROVE APPRORIATION ADJUSTMENT <br />ACCEPTING ADDITIONAL FY2017 <br />HOMELAND SECURITY GRANT <br />PROGRAM FUNDING <br />(STRATEGIC PLAN NO.1.2, 6) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1u Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an Appropriation Adjustment recognizing $415,000 in the FY 2017 Urban Areas Security <br />Initiative revenue account (no. 12514002-52001) and appropriate same to expenditures accounts <br />(nos. 12514407 -various). <br />DISCUSSION <br />The United States Department of Homeland Security (DHS) developed the Urban Areas Security <br />Initiative funding program (UASI), which provides funds to local emergency first responders to <br />enhance security and overall preparedness to prevent, respond to, and recover from acts of <br />terrorism. The grant specifically provides funding for anti -terror equipment, planning, training, <br />exercises and technical assistance. <br />In FY 2006 the United States Department of Homeland Security (DHS) combined the Anaheim <br />UASI and the Santa Ana UASI into a single Urban Area. The City of Santa Ana will continue to <br />be designated as an Urban Area Core City and will share grant administrative responsibilities <br />with the City of Anaheim. The City of Santa Ana Police Department has worked with the City of <br />Anaheim, the County of Orange, and cities within the Anaheim/Santa Ana Urban Area to <br />determine current capabilities and needs, and have established goals and objectives for the <br />Anaheim/Santa Ana Urban Area. The Police Department will work in collaboration with the City <br />of Anaheim to develop projects and implement complimentary strategies for responding to acts of <br />terrorism. <br />In October of 2017, the City of Santa Ana was awarded $4,644,000 in UASI grant funds. In July <br />2018, the California Governor's Office of Emergency Services (CaIOES) identified the City of <br />Santa Ana to receive FY2017 Homeland Security Grant Program (HSGP) funds in the amount <br />$415,000 for use in supporting the Orange County Intelligence Assessment Center (OCIAC). <br />The OCIAC is one of the 79 fusion centers across the nation that are responsible for providing an <br />integrated, multidiscipline information and intelligence sharing network to collect, analyze, and <br />20B-1 <br />
