The Draft <br />SEIR also evaluates the environmental impacts of the Elan development project, a mixed-use <br />development project consisting of 603 residential and shopkeeper (live/work) units, and up to <br />19,700 square feet of commercial area. The Elan project will be considered by the Planning <br />Commission at a future date and will be the first project to be considered under the new <br />development standards in the expanded area. <br />The MEMU Overlay Zone expansion and amendment project will apply the MEMU (OZ -1) <br />designation to properties along First Street between Grand Avenue and the Santa Ana (1-5) <br />Freeway, and Elk Street and Lyon Avenue between First Street and Chestnut Avenue. The <br />expansion area, approximately 33 acres in size, currently includes a mixture of commercial and <br />multiple -family land uses, as well as a handful of vacant parcels and one affordable housing <br />community that is under construction. Extending the MEMU Overlay Zone to these parcels will <br />maintain their existing zoning designations but will apply the OZ -1 designation. The OZ -1 <br />designation will allow property owners to maintain current developments without rendering existing <br />sites legal -nonconforming, but will also add a layer of additional development opportunities should <br />the property owners elect to develop a mixed-use project permitted by the MEMU Overlay Zone. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #3 - Economic Development, <br />Objective #2 (create new opportunities for business/job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies); and Goal #5 - <br />Community Health, Livability, Engagement & Sustainability, Objective #3 (facilitate diverse <br />housing opportunities and support efforts to preserve and improve the livability of Santa Ana <br />neighborhoods), Objective #4 (support neighborhood vitality and livability). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />�d _WY. <br />Minh Thai <br />Executive Director <br />Planning and Building Agency <br />AP:rb S:RFCA\08-21-18\PBA MEMU RFCA 8-21-18 <br />Exhibits: A.
