Affordable Housing, Outreach and Case Management <br />As an entitlement city, the City of Santa Ana receives an Emergency Solutions Grant (ESG) to <br />fund non-profit homeless service providers in the areas of street outreach, emergency shelter, <br />homeless prevention and rapid rehousing.
