Agreement with Willdan Homeland Solutions <br />August 21, 2018 <br />Page 2 <br />The agreement includes 2,000 hours of work at $68.92 per hour ($137,840), $7,000 for training <br />and travel, for a total agreement amount of $144,840. The professional services rate proposed by <br />Willdan Homeland Services was determined to be within the range expected for such services. <br />The one-year professional services agreement is exempt from bidding requirements under SAMC <br />sec. 2-807(e), and will remain in effect from September 1, 2018 through August 31, 2019. The <br />skills and job knowledge required to complete the scope of service are highly specialized and not <br />readily available in the market place. This knowledge includes, but is not limited to, an in-depth <br />knowledge of the Urban Areas Security Initiative (UASI) federal grant program, grant reporting <br />requirements, program accounting procedures, and federal uniform guidance requirements. <br />Wilidan Homeland Services has been providing these professional services since 2012 and has <br />developed special skills and organizational knowledge to effectively manage the homeland <br />security grants awarded to the City of Santa Ana. <br />The term may be extended for an additional one-year term contingent upon grant funding being <br />secured to cover the costs for the additional term by the City with the funding to be approved by <br />the City Council. The term may be extended upon a writing executed by the City Manager and <br />the City Attorney, subject to non -substantive changes approved by the City Manager and City <br />Attorney. The Santa Ana Police Department's Homeland Security Division is satisfied with the <br />grant management services provided by Willdan Homeland Services and recommends approval <br />of this agreement. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal # 1 - Community Safety, Objective <br />#313 (promote ongoing efforts to obtain grant funding for activities that will assist in preventing, <br />enforcing, and reducing criminal activity and traffic collisions). <br />FISCAL IMPACT <br />Funds in the amount of $144,480 are available in the FY 2016 & FY 2017 UASI Grant fund <br />contract services accounts (accounting no. 12514491-62300 and 12514407-62300) for the 2018- <br />19 fiscal year. <br />m <br />Chief of Police <br />Santa Ana Police Department <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Sergio \Vidal �.IfLC�tiS7 <br />Assistant Director <br />Finance and Management Services Agency <br />Exhibit: 1.
