Councilmember Sarmiento, opined previous attempt to place item before the <br />voters during the June primaries was thwarted, delay in implementation of an <br />additional two years, and expressed support for item. <br />Councilmember Solorio, noted process has been a fluid process, litigation <br />regarding California Voters Rights Act are not simple, and expressed importance <br />of getting it right. <br />Councilmember Villegas, opined current system is not a flawed or an illegal one, <br />but simply a different system. <br />Clerk of the Council Huizar, asked City Council to identify councilmembers who <br />may author arguments; unanimous consent to authorize five members present <br />with the exception of Mayor Pulido. <br />Councilmember Tinajero, asked when is the deadline to submit arguments. <br />Clerk noted that it would be July 31, 2018. <br />City Attorney Carvalho, clarified that if more than three Councilmember draft an <br />argument, a meeting would need to be called in order to discuss ballot argument <br />to avoid Brown Act violations. <br />MOTION: <br />1.
