• Robert Jystad, Crown Castle, spoke in support of item 6 and welcomes working with the <br />City. Has plans to build over 200 nodes in Santa Ana and is willing to help work on <br />ordinance. <br />AGENDA DISCUSSION ITEMS <br />1. Approval of Minutes from Regular Economic Development, Infrastructure, Budget and <br />Technology Committee Meeting of March 12, 2018. <br />MOTION: Sarmiento SECOND: Martinez <br />VOTE: AYES: Martinez, Sarmiento (2) <br />NOES: None (0) <br />ABSENT: None (0) <br />2. Verbal Update on Housing Opportunity Ordinance — Staff Recommendations {Strategic <br />Plan No. 5, 31 - (PBA) <br />Candida Neal, Planning Manager, provided update on Housing Opportunity Ordinance (HOO). <br />Ordinance has requirement that it must be reviewed by full council before December 31, 2018. <br />Staff is in need of direction regarding issues that have come up: 1) Density Bonus; 2) Policy <br />consideration on general location on affordable housing; 3) Payment in lieu fee timing and fee <br />structure. Disappointing that no affordable units constructed as part of market rate housing in <br />those projects. So how do we encourage developers? Additionally, role of developers' input on <br />allocation of housing funds. <br />Councilmember Sarmiento noted housing element would be a good source to look at. Goal is <br />to build on-site. Provide flexibility and relaxation of conditions for those that build on-site; <br />adjust units and other things. <br />Chair Martinez inquired on when there is a trigger to HOO, if there are any changes in zone <br />and what process is like. Candida Neal stated the basic trigger is if you are changing zoning or <br />general plan to accommodate your project. Other trigger in transit zoning code is where zone <br />base is industrial but want to develop as residential, our ordinance is triggered. Chair Martinez <br />supportive of making sure that everyone is able to build affordable housing on-site. Section 8 <br />housing is an opportunity to leverage funds. Councilmember Sarmiento further commented <br />that as project criteria is met, staffs comprehensive comments on needs are helpful to council <br />and beneficial to department. <br />3. Update on General Plan (Strategic Plan No. 5, 3) - (PBA) <br />Minh Thai, Executive Director of Planning and Building, provided presentation on General Plan <br />Update — Status Report. Initiated in 2016, with estimated budget of $2 - $2.57 to complete. <br />Included extensive public outreach community engagement meetings, general plan advisory <br />group (GPAG) meetings to develop draft vision statement and goals and policies to be <br />presented to City Council.
