TB 8/21/18 <br />RESOLUTION NO. 2018-062 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING THE CITY MANAGER, AND <br />THE CHIEF OF POLICE OR HIS DESIGNEE TO APPLY FOR <br />A GRANT UNDER THE HAZARD MITIGATION GRANT <br />PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares asfollows: <br />A. As the result of the declaration of a major federal disaster, the State of California <br />is eligible for Hazard Mitigation Grant Program ("HMGP") funding. Hazard <br />mitigation activities are aimed at reducing or eliminating future damages. Activities <br />include hazard mitigation plans approvable by the Federal Emergency <br />Management Agency (FEMA). <br />B. HMGP is successful in meeting FEMA requirements to qualify as an Enhanced <br />State Hazard Mitigation Plan (ESHMP) state. ESHMP accreditation has resulted <br />in additional millions of dollars available for local agencies' hazard mitigation plan <br />and project funding. In order to maintain ESHMP status, further information is <br />requested by FEMA as a means of assessing the pro -activity of a community or <br />agency applying for HMGP funding. This process includes the filing of an HMGP <br />subapplication to qualify for grant funding. <br />C. Federal funding is provided under the authority of the Robert T. Stafford Disaster <br />Relief and Emergency Assistance Act (Stafford Act) through FEMA and the <br />California Governor's Office of Emergency Services (Cal OES). Cal OES is <br />responsible for identifying program priorities, reviewing subapplications and <br />forwarding recommendations for funding to FEMA. FEMA has final approval for <br />activity eligibility and funding. <br />D. The State has established priorities to accept subapplications from subapplicants <br />statewide, including state agencies, tribal governments, local governments, and <br />private non -profits. <br />E. In 2017, the State issued five (5) emergency declarations due to storms, wildfires <br />and debris flows from areas affected by the wildfires.
