GPA No. 2018-03, AA No. 2018-06, and ZOA No. 2018-03 Expand and Amend the MEMU <br />Overlay Zone <br />September 4, 2018 <br />Page 2 <br />well as possibly recommending potential enhancements and refinements to the existing MEMU <br />development and design standards with a goal of creating a balances of intensity, density, and mix <br />of land uses within the overlay zone. <br />Following the meeting, staff immediately engaged AECOM to assist with the analysis. Within the <br />short timeframe between the meetings, AECOM was able to quickly provide a first -look, high- <br />level, qualitative assessment of the net fiscal impact of the MEMU Overlay Zone expansion and <br />amendments project as proposed. However, the meaningful development of enhanced standards <br />and refinements of existing regulation will also need to be based on the completion of an in-depth <br />analysis which requires additional time, information, and resources to complete. AECOM is <br />developing a work scope, a budget, and timeline for staff to present to the City Council during the <br />verbal presentation of this matter at the public hearing. <br />Findings of the First -Look High -Level Qualitative Assessment <br />In summary, the preliminary analysis indicates that the project will not result in a significant different <br />net fiscal impact in comparison to the current MEMU area. This is primarily due to the fact that the <br />proposed expansion and amendments maintain the existing residential and non-residential buildout <br />caps and the service population and service costs of the existing and the expanded MEMU remain <br />consistent as previously analyzed in the existing MEMU. The detail of the preliminary analysis are <br />provided in a memo prepared by AECOM memo as Exhibit E. <br />For the City Council's information and ease of review, the information provided in the report <br />presented on August 21, 2018, are included in the body of this supplemental report in the following <br />sections: <br />PLANNING COMMISSION ACTION <br />At its regular meeting on July 23, 2018, the Planning Commission by a vote of 4:0 (Alderete, <br />Contreras -Leo, and Verino absent) recommended that the City Council adopt General Plan <br />Amendment No. 2018-03; adopt Amendment Application No. 2018-06; and adopt Zoning <br />Ordinance Amendment No. 2018-03 for the MEMU expansion and amendments project. The <br />Planning Commission reviewed the Draft Subsequent Environmental Impact Report (SEIR) and <br />considered the document and its findings in making the recommendation on these entitlements. <br />The Planning Commission made no changes to the recommended actions outlined in the <br />attached staff report (Exhibit A). <br />DISCUSSION <br />The MEMU Overlay Zone expansion and amendment project will extend the MEMU overlay zone <br />west along First Street to Grand Avenue and will reclassify certain land use districts and amend <br />certain development standards. Details on the land use changes and amendments to the <br />development standards are provided in the attached Planning Commission staff report. The Draft <br />SEIR also evaluates the environmental impacts of the Elan development project, a mixed-use <br />development project consisting of 603 residential and shopkeeper (live/work) units, and up to <br />75A-2 <br />
