The proposed project will be consistent with several goals and policies of the 2014 Housing Element. First, the project 'is consistent with Goal 2, which encourages diversity of quality housing, affordability levels, and living experiences that accommodate Santa Ana's residents and workforce of all household types; income levels, and age groups to foster an inclusive community.. Second,,the project supports Goal 4 to provide adequate rental and ownership housing opportunities and supportive services. Further, the project is consistent with Policy HE -2.2 to create District Centers with high intensity, mixed-use urban villages and pedestrian -oriented experiences; and Policy HE -2.4 to facilitate diverse types, prices, and sizes of housing. The MEMU expansion and amendments project will result in an overall increase in land available for residential development. and will not impact the inventory -of housing •opportunity sites needed to achieve City's 2014-2021 RHNA allocation. 3. The City Council has weighed and balanced the General Plan's policies, both old and new, and has determined that based upon this balancing that General Plan Amendment No. 2018-03 is consistent with the purpose of the General Plan. Section 2. Certification. The City hereby certifies that (1) the SEIR has been prepared, processed, and noticed in accordance with CEQA and the State CEQA Guidelines; (2) the SEIR was presented to the City Council and the City Council has reviewed and considered the information contained in the SEIR prior to considering adoption of the project, and (3) the 'SEIR reflects the independent :judgment and analysis of the City Council and is deemed adequate for the purposes of making decisions on the merits of the Project: Section 3. CEQA Findings.
