The Santa Ana Jail, along with the adjoining <br />Police Administration building, opened in 1997 and since that time has offered bed space to local <br />and federal agencies to house detainees. The City of Santa Ana issued debt to construct the Jail <br />and Police Administration building that will be paid off in 2024. As a part of the jail operations, the <br />City operates a booking operation for use by Santa Ana Police. The Santa Ana Jail does not hold <br />or incarcerate any of the local arrestees for felonies at this facility, rather they are transferred to <br />the County Jail where they are held at no cost to the City of Santa Ana. The Santa Ana Jail currently <br />has 104 full-time budgeted employee positions, 71 of which are Correctional Officer positions. <br />On December 6, 2016, the City Council authorized staff to release a Request for Qualifications <br />(RFQ 16-143) for a Jail Reuse Study. The Jail Reuse Study consisted of three elements: 1) Reuse <br />of the jail facility, 2) Jail conditions assessment, and 3) Alternatives for detention. The RFQ was <br />released on December 12, 2016 and responses were due on January 31, 2017. <br />The City Council awarded a contract to Vanir Construction Management, Inc. on April 5, 2017 to <br />complete the Jail Reuse Study at a cost not to exceed $125,000, which was completed. <br />Santa Ana Jail Reuse Feasibility Study <br />The Jail Reuse Feasibility Study outlines the reuse options approved by the City Council for <br />analysis and evaluation. The analysis and evaluation process includes a description of each jail <br />reuse option, facility building/system modification requirements, analysis of the advantages and <br />opportunities, and unresolved issues. <br />The Study identifies the estimated cost, estimated construction duration, and correction staff <br />necessary for each scenario. Table 1 below provides a summary of the findings in the report. <br />65A-1 <br />
