The Jail's mechanical and electrical system's current design will provide heating, <br />cooling, and lighting for housing homeless individuals. The plumbing system is <br />also designed for a similar use. <br />The duration of the building conversion design, bidding, and construction <br />schedule will take place over a nine month period. <br />Most required furniture, fixtures, and moveable equipment (FFBE) are already in <br />place at the Jail. <br />Disadvantages (Weaknesses) <br />- The presence of a large homeless shelter project at the Jail site location / <br />neighborhood area would likely increase (a) vagrancy of homeless people and <br />pets, (b) begging and public harassment, and (c) crime effecting public safety <br />and property. <br />- The proximity of existing Civic Center Plaza and adjacent neighborhood requires <br />a higher level of security and monitoring for the public when a homeless shelter <br />is in a mixed-use area. <br />- Existing finishes such as floor carpet, wall fabric, acoustical ceilings etc. would <br />need to be removed to avoid several infectious diseases that are common issues <br />with homeless people. New cleanable hard -surface finishes would be necessary <br />to provide maintenance wash -ability to meet health and safety codes. <br />- Replacing existing high security cell doors should occur to soften the appearance <br />of a jail facility. Minor remodeling and new finish upgrades throughout the facility <br />will need to be done to avoid the appearance of a jail facility. Providing new <br />finishes throughout the facility will help promote a more inviting space for <br />homeless and staff. <br />- The existing multi -story building increases the need for additional security to <br />provide the necessary safety for the homeless and staff. <br />- Ingress and egress is more complicated with a multi -story facility due to the many <br />different issues homeless people encounter such as, physical and mental <br />disabilities. <br />- The facility lacks proper outdoor space and amenities necessary to provide for <br />the homeless and their pets. Proper designed open space is necessary to <br />minimize vagrancy and homeless camps from taking over public areas of the <br />existing Civic Center Plaza and the surrounding neighborhood. <br />- In order to renovate / remodel the City Jail complex to accommodate a homeless <br />shelter with housing and supportive services space, the City will have to incur a <br />one-time project and construction expense of approximately $4,348,932. <br />- The City would continue to be responsible for the repayment of the annual debt <br />serve on the Jail building through 2024. <br />- The shelter will bring about an increased homeless presence in the area because <br />access to the shelter would be on a first-come, first -serve basis and many <br />individuals may be camped out on the sidewalks to get in the next day. <br />23 <br />65A-30 <br />
