Item 65C — MOU <br />Public Comments — aaia 0s <br />Don't change the intent of the MOU but strengthened the City's position and protect <br />the City's financial contribution. <br />Either amend this MOU or create an additional MOU. <br />Key points <br />The City is agreeing to allocate all of its $3,500,000 State of Emergency Funds <br />and $1 million SB 2 funding as part of this agreement. The City should secure <br />language guaranteeing an operational agreement, review of the operational plan, a <br />commitment not to increase the number of beds, and a role in approving the site <br />operator. <br />• If there are no additional emergency shelter beds approved in the Central SPA by <br />December 2018, the City should seek proportional funding from the other Central <br />SPA cities to help with the operations and mitigate the impacts to Santa Ana,. A <br />significant share of the City's SB 2 funding should used to build permanent <br />supportive housing instead of operating a 600 bed emergency shelter. <br />• The County expects to provide services at the Site equal to those provided at the <br />Courtyard, plus additional services, including but not limited to social and mental <br />health services as determined in the reasonable discretion of the County. The <br />County should agree to close the MRA facility once services begin at the Santa <br />Ana site(s) and the Anita Drive location opens. <br />The City should have flexibility for multiple sites to accommodate 600 beds. A <br />600 -bed shelter will be the largest em er encu shelter in Southern California. If <br />multiple sites are identified and require additional County assessment resources, <br />then City, Central SPA cities and County will agree to the additional operating <br />costs. <br />• Ideally, Santa Ana should have only one low barrier emergency shelter no larger <br />than 200 beds. The other 400 beds should be run like Bridges at Kraemer. <br />
