DISCUSS AND DIRECT STAFF TO PREPARE AN EMERGENCY <br />ORDINANCE ON PERMANENT SUPPORTIVE HOUSING AND IDENTIFY <br />POTENTIAL SITES; AND AN EMERGENCY ORDINANCE AND IDENTIFY KEY <br />SITES FOR MOTEL CONVERSION (Mayor Pro Tem Martinez) <br />Continued from the June 5, 2018 City Council Meeting by a 6-0 vote (Martinez <br />absent); from the June 19, 2018 City Council Meeting by a 4-0 vote (Martinez, <br />Sarmiento and Tinajero absent) and from the July 3, 2018 City Council Meeting <br />by a 5-0 vote (Martinez and Villegas absent). <br />Council discussion ensued. <br />Mayor Pro Tem Martinez, opined need to be prepared when State offers funding <br />to address homeless issue, to identify potential project sites, and create mixed <br />use space. Opined need to provide housing to the vulnerable while addressing <br />mixed use space and to generate revenue when building these types of projects. <br />Directed staff to provide plan to identify potential project sites and potential <br />funding. <br />Mayor Pulido, directed staff to create a plan to identify sites for potential <br />projects, possible state funding, and to make preparation to receive potential <br />funding. <br />Councilmember Benavides, asked if item before council would allow city to <br />position themselves to receive state funding. Opined need to have balance <br />when creating homeless services and services should be shared throughout the <br />county. <br />City Manager Godinez, noted resolution would allow city to receive one time <br />monies Mayor Pulido and other top eleven mayors lobbied for. <br />The following spoke on the matter <br />• Ilay Tseglin, address City Council to request assistance in regaining custody <br />of his son and securing release from group home. <br />• Robert Tseglin, echoed statements made by father, Robert Tseglin. <br />CITY COUNCIL MINUTES 26 AUGUST 21, 2018 <br />
