inspection is authorized, but need not conform to the requirements of <br />this Article. <br />Section 3. CEQA. This Ordinance does not commit the City to any action <br />that may have a significant effect on the environment. As a result, such action <br />does not constitute a project subject to the requirements of the California <br />Environmental Quality Act. <br />Section 4. Effective Date. This Ordinance shall become effective thirty <br />(30) days following its second reading and adoption. <br />Section 5. Severability. If any section, subsection, sentence, clause, phrase <br />or portion of this ordinance is for any reason held to be invalid or unconstitutional by the <br />decision of any court of competent jurisdiction, such decision shall not affect the validity <br />of the remaining portions of this ordinance.
