T RAFFIC I MPACT A NALYSIS <br />S EPTEMBER 2017 <br />C HRIST O UR S AVIOR C ATHOLIC P ARISH <br />S ANTA A NA , O RANGE C OUNTY , C ALIFORNIA <br /> <br />P:\DOM1701\doc\Traffic Impact Analysis.docx «09/20/17» i <br />EXECUTIVE SUMMARY <br />This report analyzes trip generation and traffic impacts associated with the proposed Christ Our <br />Savior Catholic Parish project. The project proposes to construct a 19,427-square-foot (sf) sanctuary <br />with 1,250 seats, a 6,004 sf parish center, 4,850 sf of meeting rooms, a 16,024 sf parish hall, a <br />23,956 sf courtyard, and a 19,346 sf garden. These uses will replace the existing 4,770 sf sanctuary <br />with 396 seats, 2,420 sf of office space, and 3,700 sf of courtyard space, which will be demolished as <br />part of the project. The project will retain the two existing access driveways and add a third <br />driveway connecting to Jaguar Way, which would be gated and only used on weekends. <br />The combined trip generation for this project and the residential project located on the southern <br />portion of the lot is anticipated to be lower than the trip generation for the Master Plan analyzed as <br />part of the Armstrong Ranch Development Project Environmental Impact Report in June 2002. The <br />trip generation for the Church project is lower than the City’s threshold for requiring a traffic impact <br />analysis. However, the traffic impacts of the project were analyzed at the adjacent intersections <br />during the a.m. and p.m. peak hours of the street as well as during the Sunday peak hour of traffic <br />generation. <br />All study area intersections are anticipated to operate at a satisfactory LOS in the weekday a.m. and <br />p.m. peak hours and the Sunday morning peak hour with the addition of project traffic. LSA <br />considered special events and determined the effect of these events would be no greater than the <br />analyzed Sunday services. LSA examined the project access driveways and found that the driveway <br />and gated access would function adequately without interference to the arterial street system. <br />Special consideration was given to the interaction with traffic at the nearby school. The gate on the <br />southern driveway will remain closed on weekdays, so no Church traffic would interact with school <br />traffic on Jaguar Way. The southern leg of Raitt Street from Alton Avenue is used as an unofficial <br />drop-off area. Church traffic does not create an impact. In fact, the proposed project will create a <br />wider and more defined turn-around area on Raitt Street should drop-offs continue. But Raitt Street <br />is not wide enough for a parking lane and a driving lane and drop-off activity may create friction on <br />Raitt Street. <br />Based on the results of this TIA, the proposed development of the Christ Our Savior Catholic Parish <br />could be implemented without significantly impacting the nearby circulation system. <br />3-48
