4 <br />PLANNING COMMISSION MINUTES April 23, 2018 <br /> Richard Garcia spoke in opposition; concerned with traffic congestion, speeding, <br />lack of security, and loitering. <br /> Mike Tardif spoke in support of the project. <br /> <br />There were no other speakers and the hearing was closed. <br /> <br />Commission discussion ensued regarding traffic calming measures, increase in <br />communication to the surrounding neighborhood, a dust mitigation plan, a security plan for <br />the parking structure, and expected project completion date. <br /> <br />Commissioner Bacerra introduced a motion to approve Recommended Actions No. 2 and <br />No. 3 but make no recommendation on Recommended Action No. 1. Commissioner <br />Nguyen seconded the motion. Commissioner Verino introduced a substitute motion to <br />approve the matter as recommended by staff. Vice Chair Contreras-Leo seconded the <br />motion. Vote was taken by roll call. <br /> <br />SUBSTITUTE MOTION: <br /> <br /> Recommend that the City Council: <br /> <br />1. Deny the Third Amendment to Development Agreement No. 1999-01 (DA No. <br />2015-02) for the Mater Dei High School campus expansion project. <br /> <br />2.
