FOR <br />PROVIDING PARKING ENFORCEMENT <br />SERVICES <br />(STRATEGIC PLAN NO. 1, 5) <br />I MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an amendment to the existing <br />agreement with Serco, Inc. for parking enforcement services, revising language related to <br />insurance requirements, prevailing wage, local employment opportunities, and other changes, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On June 19, 2018, the Council approved agreement A-2018-158 with Serco, Inc. to provide <br />parking enforcement services. After the agreement had been approved by the City Council, the <br />Consultant requested revisions to the agreement to reflect terms and conditions they had provided <br />in the sample agreement as reflected in RFP 18-033. City staff reviewed the Consultant's <br />requested revisions and determined the selected terms and conditions could be amended, <br />removed or added to ensure consistency with the scope of services as set forth in the sample <br />agreement included in RFP 18-033. The amendment includes an increase in general liability and <br />automobile insurance from $1,000,000 to $2,000,000 per occurrence and removal of inapplicable <br />terms and conditions including the section on prevailing wage since the services to be performed <br />do not require the consultant to pay prevailing wages. The amendment also requires the <br />consultant solicit and advertise employment opportunities to Santa Ana residents, including at work <br />centers and community centers. <br />The term of the agreement is for the period of July 1, 2018 through June 30, 2020, with an option <br />for three (3) one (1) year renewals. The total agreement amount of $1,324,780 has not been <br />revised by this amendment. Neither the Term nor the Compensation language of the agreement <br />are affected by this amendment. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #1 - Community Safety, Objective #5 <br />(provide high quality Police and Fire/Emergency Medical Services response within the City of <br />Santa Ana). <br />25D-1 <br />
