The culmination of these two Hearings will result in the development of any <br />additional proposed new Ward map(s) for consideration at the subsequent Hearings scheduled <br />on October 16, 2018. <br />At the conclusion of the next Public Hearing to be held on October 16, 2018, the City Council will <br />have the ability to select the preferred Ward Map and introduce for first reading an ordinance <br />adjusting the ward boundaries in accordance with that map at the October 30, 2018 Adjourned <br />Regular Meeting of the City Council (see Exhibits 2 and 3). <br />The fifth and final Hearing scheduled for November 20, 2018 will be for the City Council to <br />consider second reading and final adoption of ordinance setting new Ward boundaries. A <br />timeline of events is attached as referenced in Exhibit 1. <br />The City Charter provides that an ordinance adjusting ward boundaries must be approved by a <br />2/3 affirmative vote requirement and be adopted no later than 120 days before an election in <br />order to be effective for that election (see Exhibit 4). <br />While the City Charter limits ward boundary adjustments as needed to ensure equality of <br />population among the wards, the settlement agreement approved by the City Council recognized <br />the need to do so in order to comply with the California Voting Rights Act, which applies to both <br />general law and charter cities. <br />75A-1 <br />
