ILS 7.23:18 <br />RESOLUTION NO. 2018-xx <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CERTIFYING FINAL SUBSEQUENT <br />ENVIRONMENTAL IMPACT REPORT 'N0. 2018-15 (SCH <br />NO. 2006031041) AND THE MITIGATION MONITORING <br />AND REPORTING PROGRAM, CEQA FINDINGS OF FACT <br />AND STATEMENT OF OVERRIDING CONSIDERATIONS; <br />GENERAL PLAN AMENDMENT NO. 2018-03 AND FOR <br />THE PROPOSED METRO EAST MIXED USE OVERLAY <br />ZONE EXPANSION AND AMENDMENTS PROJECT AND <br />THE ELAN DEVELOPMENT PROJECT LOCATED AT 1660 <br />EAST FIRST STREET <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF.SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City, Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The City of Santa Ana (City) is requesting approval of General Plan <br />Amendment No. 2018-03 to amend the General Plan land use designation <br />of 53 parcels located in the existing Metro East Mixed Use (MEMU) Overlay <br />Zone. (OZ -1) and in the proposed MEMU expansion area to be consistent <br />with the current land uses and proposed zoning designations in the MEMU <br />project area. In addition, Warmers Properties (Applicant) is requesting <br />approval of Site Plan Review No. 2018-02 to allow -a 603 -unit mixed-use <br />development project at 1660 East First Street, which has been reviewed and <br />approved by the Planning Commission subject to approval of this General <br />Plan Amendment, and separate but related Amendment (Zone Change) and <br />Zoning Ordinance Amendment applications. <br />B. On July 23, 2018, during the 45 day public comment period, the Planning <br />Commission held a duly noticed public hearing and voted to recommend <br />that the City Council adopt a resolution certifying Subsequent Final <br />Environmental Impact Report No. 2018-15 (SCH No. 2006031041) and <br />approving the Mitigation Monitoring Program, Findings of Fact and <br />Statement of Overriding Considerations; General Plan Amendment No. <br />2018-03; Amendment Application No. 2018-06; and Zoning Ordinance <br />Amendment No. 2018-02 for the Metro East Mixed Use Overlay Zone <br />expansion and amendments project. <br />EXHIBIT 1 Resolution No. 2018-xx <br />75B-18 <br />
