environmental impacts associated with implementing the proposed <br />Project and includes mitigation measures that can reduce potential <br />impacts to the extent possible or to below a level of significance. <br />The proposed project will be consistent with the prior findings in the <br />original 2007 Final EIR certified by the City Council, and significant <br />and unavoidable environmental impacts disclosed in the 2007 EIR <br />Would remain for air quality, noise, and transportation/traffic. <br />However, development of the Elan project would result in a <br />substantial adverse change to an. eligible historical resource (the <br />now -vacant Elks 'Club building), which was not addressed in the <br />2007 EIR. As a result, preparation of the current -draft SEIR was <br />required, and the draft SEIR analyzes and proposes mitigation for <br />the demolition of the Elks Club building, <br />5. The'SEIR, as required by CEQA, contains 1) an Initial Study; 2) a <br />project description; 3) a description of the environmental setting, <br />.potential environmental impacts, mitigation measures for any <br />significant effects, and consistency with plans and policies; and 4) <br />names of prepares. The mitigation measures included in this SEIR <br />are designed to reduce or eliminate the potentially significant <br />environmental impacts described herein. The scope of the SEIR <br />evaluates the proposed project's effects on the following resource <br />topics: air quality, cultural resources, greenhouse gas emissions, <br />hazards and hazardous materials, hydrology and water quality, land <br />use and planning, noise, transportation/traffic, and tribal cultural <br />resources. <br />6. The City prepared a draft SEIR and published the Notice of <br />Availability (NOA) in the Orange County Register as well as posted <br />the NOA at the Orange County Clerk's Office on June 12, 2018. <br />The City circulated the draft SEIR for a 45 -day :public review <br />between June 12, 2018 and July 27,2018. The -draft SEIR was <br />available for public review at the Santa Ana City Hall, the City of <br />Santa Ana Main Library, and on the City's website. <br />7. During the 45 -day public review period, the City held a regularly <br />scheduled public hearing with the Planning Commission on July 23, <br />2018, to receive comments regarding the draft SEIR. <br />8. The City received a total of written comment letters during the <br />public review period and evaluated all comments received from the <br />persons or agencies that reviewed the draft SEIR. Pursuant to <br />Section 15088 of the State CEQA Guidelines, the City, as the lead <br />agency for the project, has reviewedall comments received on the <br />Resolution No. 2018-xx <br />75B-20 <br />
