The proposed project will be consistent with several goals and <br />policies of the 2014 Housing Element. First, the project is consistent <br />with Goal 2, which encourages diversity of quality housing, <br />affordability levels, and living experiences that accommodate Santa <br />-Ana's residents and workforce of all household types, income levels, <br />and age groups to foster an inclusive community. Second, the project <br />supports Goal 4 to provide adequate rental and ownership housing <br />.opportunities and supportive services. Further, the 'project is <br />consistent with Policy HE -2.2 to create District Centers with 'high <br />intensity, mixed-use urban villages and pedestrian -oriented <br />experiences; and Policy HE -2.4 to facilitate diverse types, prices, and <br />sizes. of housing. The MEMU expansion and amendments project <br />will result in an overall increase in land available for residential <br />development and will not impact the inventory •6f housing <br />opportunity sites needed to achieve City's 2014-2021 RHNA <br />allocation. <br />3. The City Council has weighed and balanced the General Plan's <br />policies, both old and new, and has determined that based upon this <br />balancing that General Plan Amendment No. 2018-03 is consistent <br />with the purpose of the General Plan. <br />Section 2. Certification. The City hereby certifies that (1) the SEIR has been <br />prepared, processed, and noticed in accordance with CEQA and the State CEQA <br />Guidelines; (2) the SEIR was presented to the City Council and the City Council has <br />reviewed and considered the information contained in the 'SEIR prior to considering <br />adoption of the project, and (3) the 'SEIR reflects the independent judgment .and <br />analysis of the City Council and is deemed adequate .for the purposes of making <br />decisions on the merits of the Project. <br />Section 3. CEQA Findings. The City hereby adopts the CEQA Findings, <br />which were prepared in accordance with Public Resources Code section 15091 and <br />Which are attached hereto as Exhibit A and incorporated herein by this reference as if <br />fully set forth herein. <br />Section 4. Statement of Overriding Considerations. The City hereby adopts <br />the Statement of Overriding Considerations made in connection with the approval of the <br />Project pursuant to CEQA Guidelines Section 15091., which is attached hereto as <br />Exhibit B and incorporated herein by this reference as if fully set forth herein. <br />Section 5. Mitigation Monitoring Program. Pursuant to Public Resources <br />Code section 21081.6, the City Council hereby adopts the Mitigation Monitoring <br />Resolution No. 2018-xx: <br />75B-23 <br />
