GPA No. 2018-03, AA No. 2018-06, and ZOA No. 2018-03 Expand and Amend the MEMU <br />Overlay Zone <br />September 18, 2018 <br />Page 3 <br />DISCUSSION <br />The MEMU Overlay Zone expansion and amendment project will extend the MEMU overlay zone <br />west along First Street to Grand Avenue and will reclassify and amend certain land use districts <br />and development standards. Additional details are provided in the attached Planning Commission <br />staff report. The Subsequent Environmental Impact Report (SEIR), prepared as both a program <br />and project -level document, also evaluates the environmental impacts of Elan, a mixed-use <br />development project that will be considered by the Planning Commission at a future date. <br />PLANNING COMMISSION ACTION <br />At its regular meeting on July 23, 2018, the Planning Commission by a vote of 4:0 (Alderete, <br />Contreras -Leo, and Verino absent) recommended that the City Council adopt General Plan <br />Amendment No. 2018-03; adopt Amendment Application No. 2018-06; and adopt Zoning <br />Ordinance Amendment No. 2018-03 for the MEMU expansion and amendments project. The <br />Planning Commission reviewed the Draft Subsequent Environmental Impact Report (SEIR) and <br />considered the document and its findings in making the recommendation on these entitlements. <br />The Planning Commission made no changes to the recommended actions outlined in the <br />attached staff report (Exhibit A). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #3 - Economic Development, <br />Objective #2 (create new opportunities for business/job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies); and Goal #5 - <br />Community Health, Livability, Engagement & Sustainability, Objective #3 (facilitate diverse <br />housing opportunities and support efforts to preserve and' improve the livability of Santa Ana <br />neighborhoods), Objective #4 (support neighborhood vitality and livability). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Q <br />Minh Thai <br />Executive Director <br />Planning and Building Agency <br />AP:rb <br />S:RFCA\09-18-18\PBA Metro East Mixed Use Overlay Zone 9-18-18 <br />Exhibits: A.
