Certify the Subsequent Environmental Impact Report (SCH No. 2006031041) for the Metro <br />East Mixed Use Overlay Zone and Elan projects, make findings pursuant to the California <br />Environmental Quality Act, adopt the Mitigation Monitoring and Reporting Program, and <br />adopt a Statement of Overriding Considerations; <br />2. Adopt General Plan Amendment No. 2018-03; <br />3. Adopt Amendment Application No. 2018-06; and <br />4. Adopt Zoning Ordinance Amendment No. 2018-03. <br />Elan Mixed -Use Project <br />Direct staff to prepare, and bring back for consideration at a future meeting, a Resolution of the <br />Planning Commission adopting Site Plan Review No. 2018-02 for the Elan mixed-use development <br />project at 1660 East First Street, contingent upon the City Council taking final action on the <br />Subsequent Environmental Impact Report, General Plan Amendment, Amendment Application, and <br />Zoning Ordinance Amendment referenced above. <br />EXHIBIT A <br />75B-5 <br />
