EXHibIT A <br />CITY OF SANTAANA COMMUNITY DEVELOPMENT AGENCY <br />REQUEST FOR QUALIFICATIONS FOR AFFORDABLE HOUSING FINANCIAL, ANALYTICAL AND <br />ADVISORY SERVICES (RFQ) <br />SCOPE OF SERVICES <br />INTRODUCTION <br />The City of Santa Ana (City) and the Housing Authority of the City of Santa Ana (Authority) are issuing <br />this Request for Qualifications to provide affordable housing financial, analytical and advisory services <br />for various affordable housing programs and projects. The City and the Authority administer a variety of <br />programs for developing affordable housing funded by federal, state and local sources. These include <br />affordable housing funded by the Community Development Block Grant (CDBG) Program, HOME <br />Investment Partnerships Grant (HOME) Program, Neighborhood Stabilization Program, Project -Based <br />Voucher (PBV) Program, Low and Moderate Income Housing Asset Fund (LMIHAF), local Inclusionary <br />housing funds, and housing revenue bond financed programs. <br />In order to enhance its financial capacities as a lender, the City and Authority are seeking proposals <br />from affordable housing financial, analytical and advisory firms interested in providing their services in <br />the following areas: <br />(1) General multi -family affordable housing financial, analytical and/or advisory services; <br />(2) Multi -family and/or single-family bond issuance financial advisory services; <br />(3) Inclusionary housing financial analysis and advisory services. <br />II. Scone of Work <br />The City and the Authority intend to contract with one or more Financial Advisors to serve in a full - <br />service capacity for purposes of advising the City and Authority, as needed, on all financial matters and <br />programs of work involving affordable housing. <br />The City of Santa Ana provides financing to affordable housing projects within the City through the use <br />of the CDBG Program, HOME Program, Neighborhood Stabilization Program, PBV Program, LMIHAF, <br />and local Inclusionary housing funds. As part of these projects, the selected consultant may be asked <br />to: <br />Perform financial analyses In connection with affordable and mixed -income projects <br />with a variety of affordable housing financing sources, including affordable and market - <br />rate rental housing, and affordable and market -rate ownership housing. <br />Perform financial analysis and/or subsidy layering analysis for the structuring of the <br />City's multifamily affordable housing development projects.
