Chapter 2 <br />CEQA Findings <br />2.1 ; Introduction <br />This chapter presents the potential impacts that were identified in the SEIR and the findings that are <br />required in accordance with Section 15091 of the State CEQA Guidelines. The possible findings for <br />each significant and/or potentially significant adverse impact are as follows: <br />(a) Changes or alterations have been required in, or incorporated into the project which avoid, <br />substantially lessen, or reduce the magnitude of the significant environmental effect as <br />identified in the SEIR ("Finding 1"). <br />(b) Such changes or alterations are within the responsibility and Jurisdiction of another public <br />agency and not the agency making the findings. Such changes have been adopted by such <br />other agency or can and should be adopted by such other agency ("Finding 2"). <br />(c) Specific economic, social, or other considerations make infeasible the mitigation measures <br />or project alternatives in the EIR ("Finding 3"). <br />Table 2-1 and Table 2-2 summarize the significant unavoidable impacts of the SEIR for the Metro <br />East Mixed -Use Overlay District Expansion and the Elan Development Project, respectively, as <br />currently proposed for certification and adoption of the proposed project. <br />Additional facts that support the findings are set forth in the Draft SEIR, the Final SEIR, the staff <br />reports to the Planning Commission and City Council, and the record of proceedings. <br />Metro East Mixed -Use Overlay District Expansion and Elan August 2018 <br />Development Projects 2-1 ICF 19.18 <br />Findings of Fact/Statement of Overriding Considerations <br />
