Statement of Overriding Considerations <br />Cumulatively, the proposed project would also have significant and unavoidable impacts with <br />regards to the above-mentioned impacts. <br />4.3.1 Short -Term Impacts <br />Of the eight significant unavoidable impacts directly attributable to the proposed project and <br />associated cumulative impacts, as identified above, none would be classified as short-term. Because <br />this document is programmatic in nature and would be used to guide future development and <br />subsequent environmental analysis within the City, potential short-term impacts will be analyzed <br />during specific projects CEQA review. <br />4.3.2 Long -Term Impacts <br />Of the eight significant unavoidable impacts directly attributable to the proposed project and <br />associated cumulative impacts, as identified above, all of the aforementioned impacts are considered <br />long-term. <br />4.4 Elan Mixed -Use Development (Project -Level) <br />Cultural Resources <br />Impact 4.2-E1 Development of the Elan Development Project would result in a substantial <br />adverse change to a historical resource. The Santa Ana Elks Lodge was been <br />found eligible for listing in the California Register of Historical Resources and <br />the Santa Ana Historic Property Register, and is considered a historical resource <br />under CEQA. <br />Noise <br />Impact 4.7-E4 Construction activities associated with the Elan Development Project could <br />generate or expose persons or structures to excessive groundborne vibration. <br />4.4.1 Short -Term Impacts <br />Of the two significant unavoidable impacts directly attributable to the Elan Development Project, all <br />would occur during construction activities and would be considered short-term. <br />4.4.2 Long -Term Impacts <br />Of the two significant unavoidable impacts directly attributable to the Elan Development Project, <br />none of the aforementioned impacts are considered long-term. <br />Metro East Mixed -Use Overlay District Expansion and Elan August 2018 <br />Development Projects 4-3 ICF 19.18 <br />Findings of Fact/Statement of Overriding Considerations <br />
