City of Santa Ana <br />Mitigation Monitoring and Reporting Program <br />Mitigation Implementing <br />Measure No. Mitigation Measure Monitoring Party Party Mitigation Timing <br />potential to disturb paleontologically sensitive sediments <br />below the uppermost few feet of surface sediments. <br />Monitoring shall include inspection of exposed surfaces and <br />microscopic examination of matrix to determine if fossils are <br />present. The monitor shall have authority to divert grading <br />away from exposed fossils temporarily in order to recover the <br />fossil specimens. Cooperation and assistance from onsite <br />personnel will greatly assist timely resumption of work in the <br />area of the fossil discovery. <br />If fossil remains are discovered during project -related <br />construction, activities in the vicinity of the find shall stop <br />immediately until a qualified professional paleontologist can <br />assess the nature and importance of the find and a qualified <br />professional paleontologist can recommend appropriate <br />treatment. Treatment may include preparation and recovery <br />of fossil materials so that they can be housed in an appropriate <br />museum or university collection and may also include <br />preparation of a report for publication describing the finds. <br />The City shall be responsible for ensuring that <br />recommendations regarding treatment and reporting are <br />implemented. The work shall be conducted in conformance <br />with the Orange County guidelines as defined in Eisentraut <br />and Cooper (2002) and meet the requirements for recovery, <br />salvage, laboratory preparation, preparation to the point of <br />taxonomic identification, transferal, and preparation and <br />submittal. <br />Fossil remains collected during the monitoring and salvage <br />portion of the program shall be cleaned, repaired, sorted, and <br />catalogued. <br />Prepared fossils, along with copies of all pertinent field notes, <br />photos, and maps, shall be deposited (as a donation) in a <br />scientific institution with permanent paleontological <br />collections. <br />A final data recovery report shall be completed that outlines <br />the results of the monitoring program. This report will include <br />Metro East Mixed -Use Overlay District Expansion and Elan Development Projects 10 August 2018 <br />ICF 00019.18 <br />
