City of Santa Ana <br />Mitigation Monitoring and Reporting Program <br />Mitigation Implementing Mitigation <br />Measure No. Mitigation Measure Monitoring Party Party Timing <br />can recognize fossil materials in the event any are discovered during <br />construction. <br />A qualified paleontologist shall conduct onsite paleontological monitoring <br />of all grading and excavation activities with potential to disturb <br />paleontologically sensitive sediments below the uppermost few feet of <br />surface sediments. Monitoring shall include inspection of exposed surfaces <br />and microscopic examination of matrix to determine if fossils are present. <br />The monitor shall have authority to divert grading away from exposed <br />fossils temporarily in order to recover the fossil specimens. Cooperation <br />and assistance from onsite personnel will greatly assist timely resumption <br />of work in the area of the fossil discovery. <br />If fossil remains are discovered during project -related construction, <br />activities in the vicinity of the find shall stop immediately until a qualified <br />professional paleontologist can assess the nature and importance of the <br />find and a qualified professional paleontologist can recommend <br />appropriate treatment. Treatment may include preparation and recovery of <br />fossil materials so that they can be housed in an appropriate museum or <br />university collection and may also include preparation of a report for <br />publication describing the finds. The City shall be responsible for ensuring <br />that recommendations regarding treatment and reporting are <br />implemented. The work shall be conducted in conformance with the Orange <br />County guidelines as defined in Eisentraut and Cooper (2002) and meet the <br />requirements for recovery, salvage, laboratory preparation, preparation to <br />the point of taxonomic identification, transferal, and preparation and <br />submittal. <br />• Fossil remains collected during the monitoring and salvage portion of the <br />program shall be cleaned, repaired, sorted, and catalogued. <br />• Prepared fossils, along with copies of all pertinent field notes, photos, and <br />maps, shall be deposited (as a donation) in a scientific institution with <br />permanent paleontological collections. <br />A final data recovery report shall be completed that outlines the results of <br />the monitoring program. This report will include discussions of the <br />methods used, stratigraphic section(s) exposed, fossils collected, and <br />significance of recovered fossils. <br />Metro East Mixed -Use Overlay District Expansion and Elan Development Projects 28 August 2018 <br />ICF 00019.18 <br />
