REPORTS <br />65A. <br />ENTIRETY ARTICLE X OF CHAPTER 33 OF THE SANTA ANA <br />MUNICIPAL CODE REGARDING TELECOMMUNICATIONS FACILITIES <br />IN THE PUBLIC RIGHT-OF-WAY <br />MOTION: Solorio SECOND: Martinez <br />VOTE: AYES: Benavides, Martinez, Pulido, Sarmiento, <br />Solorio, Tinajero, Villegas (7) <br />NOES: None (0) <br />ABSTAIN: None (0) <br />ABSENT: None (0) <br />RECEIVE AND FILE THE SANTA ANA JAIL REUSE FEASIBILITY STUDY <br />{STRATEGIC PLAN GOAL NO. 1, 5) — City Manager's Office <br />Councilmember Benavides, requested staff to clarify alternative use of the <br />holding facility and requested staff to pursue further alternative use options. <br />Assistant to the City Manager, Jorge Garcia, provided overview of <br />alternative use options and potential to expand use study. Noted Council <br />direction to look at alternative non -jail use options, previous proposal <br />contracting out facility, and highlighted current alternative use options would <br />require capital investments. <br />Mayor Pro Tem Martinez, requested staff to provide a financial analysis if <br />city entered into a partnership with private sector, and consider use that can <br />be a community benefit. <br />Councilmember Solorio, expressed support to use jail for its intended <br />purpose and for community re-entry services/facilities. Opined re-entry <br />services would be a benefit to the community. <br />Councilmember Sarmiento, opined possibility of having compatibility use <br />between holding facilities and re-entry services and potential to look at <br />outsourcing jail facility.
