• Bard Bollman, expressed opposition to opening shelter in a commercial <br />area. <br />• Wendy Bollman, urged City Council to look at other locations to establish <br />a homeless shelter. <br />• Janine Stallings, addressed City Council to advocate for homeless. <br />Expressed support for shelter and/or any services city can provide to <br />support homeless. <br />• Susana Sandoval, on behalf of Santa Ana Healthy Neighborhood <br />Alliance, opposes proposed memorandum of understanding. Opined <br />shelter is not appropriate in an industrial area. Inquired as to <br />environmental study and proposed 600 bed model. <br />• Lisa Mills, opined need to ensure agreement has a bed count limit and <br />should provide City the right to determine operational implementation at their <br />discretion. <br />• Chris Schmidt, expressed support for a 200 bed shelter and noted prior 2013 <br />decision to limit shelter bed count. <br />Council discussion ensued. <br />Councilmember Sarmiento, thanked staff for their work in addressing <br />homeless issue. Requested a friendly amendment as a condition to support <br />item. <br />Motion failed due to a lack of a second. <br />Additional speaker commented: <br />• Rob Neal, property owner of proposed shelter site, expressed strong <br />opposition to shelter. Requested removal of property from <br />consideration. <br />Council discussion continued. <br />City Manager Godinez, conveyed property owners have communicated with <br />staff earlier today. <br />Councilmember Benavides, opined proposed agreement is the closest the <br />City and County have come to finding a solution and is the first step in <br />engaging County towards implementing a binding agreement. <br />Councilmember Solorio, does not support recommendation; need to define <br />operational control and standards, include provisions to have County share <br />data, and to have other cities open shelters. <br />Councilmember Villegas, noted proposed facility would allow closure of <br />courtyard; important to find a solution. <br />CITY COUNCIL MINUTES 16 SEPTEMBER 4, 2018 <br />
