NS -2955 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING AMENDMENT APPLICATION NO. 2018-06 REZONING VARIOUS <br />PROPERTIES LOCATED ALONG THE FIRST STREET CORRIDOR AND ZONING <br />ORDINANCE AMENDMENT NO. 2018-03 AMENDING THE METRO EAST MIXED USE <br />(MEMU) OVERLAY ZONE (OZ -1) <br />In summary, the MEMU Overlay Zone expansion and amendment project will extend the MEMU <br />overlay zone west along First Street to Grand Avenue and will reclassify and amend certain land <br />use districts and development standards, allowing additional mixed-use development opportunities <br />in the project area. Additional details are provided in the Planning Commission staff report. The <br />Subsequent Environmental Impact Report (SEIR), prepared as both a program and project -level <br />document, evaluates the environmental impacts of the MEMU expansion and amendments project <br />and of Elan, a mixed-use development that will be considered by the Planning Commission at a <br />future date. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement & Sustainability, Objective #1 (Establish a comprehensive community engagement <br />initiative to expand access to information and create opportunities for stakeholders to play an <br />active role in discussing public policy and setting priorities). <br />11 A-1 <br />
