EXHBIT 1 <br />Actions to Address Impediments to Fair Housing Choice <br />During the 2017-2018 report period the City of Santa Ana took the following actions (on its own or in <br />cooperation with regional partners and the Fair Housing Council of Orange County (FHCOC)) to overcome <br />impediments to fair housing choice identified in the regional Al: <br />Fair Housing Community Education - During 2017-18, the FHCOC regionally conducted or <br />participated in 74 education and/or outreach activities, reaching a culturally and ethnically diverse <br />audience, in which they made participants aware of fair housing laws and counseling services <br />('including services to help households improve their readiness for a home purchase). Thirty-three of <br />these activities took place in the city of Santa Ana. Regionally, over 1,200 people were served by these <br />activities. Through its various regional outreach efforts FHCOC distributed over 13,230 pieces of <br />literature on fair housing, its services and other housing -related topics, in either English, Spanish or <br />Vietnamese, with 6,651 of these distributed in Santa Ana. Additionally, throughout Orange County <br />FIICOC held 8 training sessions for rental property owners/managers. FHCOC presented 2 fair housing <br />seminars for housing providers in cooperation with the Apartment Association of Orange County <br />(AAOC), at AAOC's Santa Ana office. Twenty-seven general fair housing workshops intended for <br />attendance by both housing consumers and/or providers were held throughout Orange County. Thirteen <br />workshops occurred in Santa Ana. <br />• Fair Housing Enforcement - On a regional basis, FHCOC staff received 108 allegations of housing <br />discrimination and opened 56 cases where the allegations seemed sufficiently meritorious to warrant <br />Cwlher investigation and/or action. Twenty-six allegations arose from Santa Ana and 13 cases involved <br />_- - - housingin-Santa Ana.. -On a regional -basis, -FHCOC also -conducted 94- paired- and- 10 `sandwieb-oil------ <br />site, <br />n— —site, systemic tests for discriminatory rental housing practices, with 12 tests occurring in Santa Ana. <br />• Housing Dispute Evaluation & Resolution - On a regional basis, activities provided by FHCOC <br />included assisting 1,952 unduplicated households addressing 5,925 issues, disputes and/or inquires. Of <br />these, 945 unduplicated households, involving 3,260 issues, disputes and/or inquires, were from Santa <br />Ana. <br />• Reasonable Accommodations -On a regional basis, 13 inquiries regarding reasonable accommodations <br />and modifications were received by FHCOC that resulted in casework beyond basic counseling. One <br />of the inquiries arose from Santa Ana. Overall, 9 of the 13 clients requested and received a reasonable <br />accommodation, while another request ended when the client was not able to proceed. Another client's <br />accommodation request was denied, resulting in an administrative complaint filed with the Fair <br />Housing and Equal Opportunity (FHEO) Office of the U.S. Department of Housing and Urban <br />Development. One of the granted accommodations was the inquiry from Santa Ana. <br />• Web -based Outreach - FHCOC's website, www.fairhoushi og c.org , currently has an on-line housing <br />discrimination complaint -reporting tool that generates an email to FHCOC. It is also used for other, <br />non-discrimination, housing -related issues. <br />Monitoring On-line Advertising - Orange County rentals listed on Craigslist were monitored by <br />FI--ICOC for discriminatory content (as permitted by staffing limitations). Any discriminatory <br />advertisements were flagged as prohibited and FHCOC responded to these ads through Craigslist's <br />75A-164 <br />
